In Baltimore, in the early 60’s, the lonely and mute Elisa Esposito is the janitor of a secret government laboratory where she works in the night-shift with her friend Zelda Fuller. However the security agent Richard Strickland is bitten by the creature and loses two fingers. He meets General Hoyt and convinces him to eliminate the creature. When Elisa discovers, she decides to rescue the Amphiban Man and release him in the sea. The scientist Dr. Robert Hoffstetler, who is a Russian agent, decides to help her.
